LEO is a significantly different thermal environment than NRHO, and moving Gateway hardware from one into the other could require a significant redesign. That's why the most serious reuse plans are all for something in deep space, since that's actually what Gateway was originally designed for. Back during the Constellation-era when it was supposed to be the core of a near-Earth asteroid mission.
