>>140359805Vast majority of American football is inter-school competition. That's the roots of the sport (first game ever was Harvard vs McGill), and that's the situation today. Especially with there being a pushback against playing the sport before the age of 14. But also, a lot of parents don't want their kids to play American Football. Flag football and "two hand touch" are commonly played casually, however.

>>140365561The colleges had it codified early on since it was intercollegiate play. It was first codified in 1873, though as more of a soccer variant than Rugby. Then switched to Rugby a few years later, when they (Princeton, Harvard, Yale, and Columbia) agreed to. Then, the sport was restricted to elite private schools in the northeast. Then in early 1880's they codified it in a very complex and thorough way and the sport became nationalized under those rules, with universities throughout the country fielding teams.
