Why was he singled out, when almost everyone was doping during that time? Were Europeans just butthurt about getting hypermogged by an American?

The most plausible theory I've heard is that Armstrong was making cycling too popular in the US so the huge US car lobbies aired him out and tore his legacy away because he was legitimately causing a never seen before cycling craze in the US.
The commonly accepted truth inside of the cycling world was that Armstrong had an awful personality and was cocky, a bully on the road and outside of it, had a chip on his shoulder about winning and was sitting alone on his throne antagonizing everybody else in the peloton. So people weren't happy about him and kindly put him out of commission and since he wasn't european it was easier to single him out as the lone doper. There was no continental/national solidarity like the italians could have amongst one another, covering each other etc. for example. It's a good lesson about how soft skills matter just as much as talent and capacity at what you do, if you can't work the crowd and start even working against them it doesn't matter if you're the best they're going to reel you in.
