Generally, Halflings suffer when treated as equal to other races, being small and weak is part of their character, and another part is that they overcome those weaknesses through pluck and cunning, think of them as a race of jacks in a world of giants, they're basically the ultimate underdog race, far moreso than HFYfags may claim humans to be, and that holds a lot of appeal to people who interest in the fantasy and not just the power fantasy.
