The problem with Bloodline Limit only giving 10 points is that it is simply not worth it. Compare with perks like Genius, Gifted, Prodigious, etc. which effectively give 7 points. How can those 3 extra points from Bloodline Limit be worth more than those mental buffs? They cannot. Thus, Bloodline Limit should give 15 points.

The dojutsu that give genjutsu are much better. Even without arguing direct power, they are easier to use and harder to resist. For most other genjutsu you have to use hand seals or some other setup and the opportunity to break out once caught is generally greater. The main way for someone deal with a Sharingan is to just close their eyes and fight blind, but other than that it's pretty much instant cast that doesn't that doesn't give you the chance to interfere.
