IRC is a federation of servers, and sometimes (more often if there's a config problem, or ddos/other attacks underway) a server will lose connection to the others. When that happens, if everybody in #thischannel is on server A, and you're on server B, nobody in room A will see you, and you'll appear to be in an empty channel all by yourself, until the servers reconnect. Usually lasts for a minute or two.(Back in the day people would use the disconnect as an opportunity to seize control of a channel from its operators.)
