CWE just in general want to survive and do what is necessary to accomplish that (unlike the imperium which goes out of it's way to sacrifice countless human lives just to drive other species to extinction, even if those species pose no threat to humanity), and tau, while imperialistic, believe in an ideology that seeks to improve the lot of other species in the galaxy as well, not to genocide them.Even the most heroic imperial figure still fights for the "murder xeno children as policy" empire.
