Lilo and Stitch as a movie doesn't have much of a "villain" to begin with because, ultimately, everyone is just doing their job. Even if Gantu is in the closest thing to an antagonist, ultimately he's just trying to stop an engineered bioweapon let loose on a protected planet. A lot of the dogshit remake's flaws come from its desperate attempts to downplay the overarching theme of how the systems we find ourselves in as a society force decent people into dogshit situations (using Hawaii pretty deliberately, since it's one of the most direct examples of an entire fucking populace that's been aggressively fucked over by that system)In trying to downplay that really strong narrative throughline, it gets rid of Bubbles, someone who's clearly trying to do good but is being forced by the U.S. Government to pressure a teenager into raising her sister to avoid them being separated. It downplays the entire conflict of the original story with the portal gun because making a statement about something like that in the current political climate could risk profits. It makes Jumba the villain because he's one of the few characters who doesn't hold much narrative significance to the whole theme because his main role in the original is mostly just mirroring Nani.And finally, it makes Stitch overly cutesy and less of a shithead little gremlin both because they needed him to be more "safely marketable" (can't have ads of Stitch picking up Disney princesses any more lol) and because they already gutted the Lilo/Nani family dynamic anyways, which was the whole thing Stitch existed to push to an extreme.
