Reminder the original novel by Victor Hugo is a scathing indictment of the French Catholic Church and Frollo was a Bishop. However Eisner was too afraid of pissing off Christians worldwide, so for the adaptation forced the studio to make Frollo a secular judge and introduce a sympathetic Priest character to lecture him about how bad he is to show "not all Catholics".
