At the end of the film he ruthlessly pursues Nick and co. out of revenge for his young. Nick even says "he looks angry" which is not a natural response from reptiles in regards to their young. This is also reinforced by the animated series where Nick observes Godzilla is more intelligent and emotional than reptiles, and is even capable of emotional loyalty like a dog.

>The 1998 Godzilla was fairly well put together and a fun film, but I can understand the people who also say this isn't Godzilla. I think as a Kaiju-horror type of film, it is quite well executed. And to their credit, I think it was the first time Godzilla was rendered in a digital context and methodology, so that was a huge achievement for its time.

It's clearly stated that Godzilla in '54 is a speculated Jurassic marine reptile that was in an evolutionary phase to terrestrial. The darker tone definitely was a response from the filmmakers to nuclear devastation, but it was also very indicative of how horror was portrayed in film at the time, heavy and mellow dramatic.
