It wasn't that it was "the worst episode ever" it was a sign that the quality of the series was on the decline. Usually it took an actor's death or the lead actor to leave a show. Often it was when the lead male and female character fucked.

Cable TV hadn't reached any significant majority of citizens at that time, so people had 3 broadcast channels to choose from (((ABC, NBC, CBS))) a couple of local channels that played local shit, reruns, and old movies, and a PBS channel. It was easier to convince people to watch shit when their options were so limited.
