The problem was the budget made expectations super high. They spent over $200 million at a time when it was still rare for movies to have a $100 million budget. Today it would all be done with green screens and cgi but looking back, I think we can all appreciate the practical effects today.

Nothing major, the story beats are mainly the same, it's the same story. Just a lot of scenes are longer, or interstitial scenes are included that flesh out the characters better, make the movie move more smoothly from one plot point to the next instead of jumping around.

The theatrical cut was heavily cut down, they edited out a lot of the less actiony scenes to give it more of a blockbuster feel. But then when they were re-cutting it for TV they had to cut it down again, because a lot of the actiony scenes were too violent for the censors. So to pad out the runtime and compensate for those missing action scenes they edited back in a lot of what they'd edited out of the theatrical cut. The Ulysses Cut is a fancut consisting of the theatrical version, including all of the action scenes that didn't make the TV cut, but also including all of the extra stuff they put into the TV cut.
