If I remember right, they're talked about as something exclusively held by the Great Houses and handed down from generation to generation as symbols of the Houses power. So they're more a legacy thing than something actively in use, actually using them in warfare against other human beings is illegal. Worst part about the shield nuke thing is that it could have simply been replaced with "the slow blade kills" where projectiles or laser bolts are moving so fast that the shield catches them, but a blade is slow enough it can push through.
