This variant grows up and has a wife and kid, presumably because a good natured Doom with equally talented progeny would throw the entire timeline of the F4 off, they were going to get rid of him and prune it. This happens in Episode 1, Season 1 of Loki. The TVA send a squad to go deal with this variant, they end up killing Doom's son and wife but they get wrecked him in response. Remember, a Loki variant could do this to several squads. He presumably obtains a Tempad. Then Loki incidentally stops the F4 verse from being destroyed by stopping the TVA's pruning operation permanently. Due to this, it allows Doom to go from being a nice guy into the scarred, mask wearing evil guy he's supposed to be. It's a ironic twist where the outcome they expected (Evil Doom) didn't happen, but because of their failed meddling it came to pass and he's aware of the TVA, their technology, and the multiverses. As for how he's that strong, it's literally his baseline technical and magic knowledge, and power ups. Doom is frequently a multiversal threat, so this isn't anything new.
