This isn't even true.
If performance is poor on low end hardware then it usually will perform comparatively worse on even the latest and greatest. Those will run the game "fine" but will not hit the performance you'd actually expect out of it.
Nobody bought a 5090 just to barely be able to hit 60fps on MGS3.
