Additionally, although we see it as them being "nerfed" largely due to the simple fact that HL Alyx is a newer game with more resources than HL2 had (in terms of developer experience, engine, graphics, etc), it makes sense that the more recent game would have more "complex" soldiers. I personally choose to imagine that by the time of HL2, the combine simply decided to consolidate all their soldiers into a much smaller number of subtypes (regular soldiers, shotgunners, and elites, nova prospekt soldiers have a different insignia but otherwise are the same) simply because they decided it was more efficient this way, and the types we see in HL Alyx are just what they had experimented with up until that point. Keep in mind also that other than the teleportation technology, it's heavily implied that the one other thing the combine deems that humanity has to offer is the use of humans as soldiers, so it makes sense that they'd fuck around and experiment with different versions of transhuman soldiers to find the most efficient use for them in the combine empire. Removing their individuality is also arguably not a punishment and moreso something that the combine seems to do for pretty much all of their constituent 'species'; you could easily argue that they always had it as an endgoal, simply hadn't perfected the process by the time of alyx, but did do so by the time of HL2.

The hard part for modding/making a game now is basically just assets and mapping. The main thing holding it back now is just the sort of ease of entry and communities putting stuff together like we had in hl1 and 2 communities. idk if you were involved but a huge % like hte majority of Gmod communities and couner strike source modding communities died in 2013 because they released a patch that meant all the mods needed to be updated/rewritten and basically no one could be assed to do it.
