It's not a removed-user experience. You're playing the game, you control the characters. If it's linear, sure, but the ILLUSION of an option the game tries to impress upon you falls apart at DOZENS of points through the game. It's so fucking lame, it could have been really really good, instead it's a fucking footnote.
Multiplayer was awesome though.

In hindsight, it's a "morally grey story" that relies on Walker ignoring his original orders to play hero in a situation that probably would've solved itself given enough time and lack of water. The moment you find the angry locals pointing guns at you and Lugo fails to deescalate the situation, that should've been the greenlight to go back and tell command there were in fact survivors to bring in the cavalry. From that point forward, Walker and crew go off the actual mission to try to figure out just what the hell is going on, and things just get more convoluted from there. I know the game insists the Americans are at fault for the disaster, but the UAE government knew weeks in advance the storm was going to happen and quietly booked it while leaving the rest of the city to die....and this never gets brought up at all. The 33rd come in just like Walker to try to save as many people as possible and shit goes tits up fast. From that point forward I can't even say it's entirely their fault, but the fault of the local government intentionally hiding the disaster then refusing to help with the evacuation.

Off the top of my head, Jedi Academy is the best example of doing it right. Being evil lets you kill a really annoying asshole that’s had it coming all game, get a far more fun gauntlet of a last level where you 1v1 the entire map, and a true final boss fight.

It's linear because it's not a commentary on war crimes in general but on the 7th gen shooters that were everywhere when it released. It's a commentary on how in something like Call of Duty you also don't get the "don't do war crimes" option either. The game is "videogames based on real people who are currently still suffering from the events depicted bad;" the developers are indeed pointing to the player (this much is obvious) and saying "you just purchased this game knowing you were about to shoot a bunch of simulated brown people in a real country for your own entertainment." This is why the solution is "turn off the game" and not "don't shoot the phosphorus," because in either case you are still choosing to play a video game where you play savior over people whose country has been occupied by your own nation's troops. Regardless of if you agree with the moral premises that is very clearly the message of the game.

But I guess as an example in a fantasy game you could give the player a quest to go clear out a camp of monsters like goblins or kobolds, and they'd need to really go out of their way to learn more about the situation and conclude maybe massacring an entire tribe of primitive people isn't an entirely squeaky-clean idea even if they are monsters and have been raiding people and aren't blameless either. Kinda like the Khans in New Vegas.

Spec Ops influence isn't by popularity, it's by critical success. Devs watch/read those essays, get embarrassed into conforming to their standards and replicate it chasing the accolades.
