You can get Mystic Regen during laning because of that. Always scales djinn mark first, since it's his primary tool. After you get ult try to check map constantly or ask for call outs so you can join and team fight and after that go back to farming lane or jungle. Ricochet is probably his primary big powerspike, since you will be able to spread djinn mark easily. And you will almost always want to buy quicksilver reload or Kinetic Dash for ammo replenishment. If you buy QSR think about what ability you want to have it on. Usually it's 3rd for you can almost always activate it, but putting it on scarabs let's you not reset your djinn mark on enemies.

More currency=more items=more damage/tankiness/utility=easier wins.
