So since the uniform had already been adopted for the navy, and Japan was very militaristic and very proud of their navy at the time, and it was fashionable in the west, the sailor suit began to be adopted as a school and university uniform in Japan as well. The Great Kanto Earthquake of 1923 accelerated the adoption because traditional women's clothing at the time was very tight and restricted movement, so many women were unable to escape from burning buildings, or keep up within fleeing crowds and were trampled. The sailor suit provided freedom of movement, while still being modest and fashionable, and keeping in line with Japan's efforts to modernize and compete with the West. I don't know why they stuck with it far longer than anyone else.
