Hell, the fishing mode makes it clear how trash the rest of the game is as one full loot cycle with big lets you skip half the "content". Not to mention having you fish in the actual open world may have been to interesting so it's a good thing they avoided that.

I'm genuinely curious who the thief is though. Mimic feels like the obvious choice if someone's going around disguised as other people (plus Whisper and Tangle are apparently involved and he's basically their main villain at this point), but since his flight core was blown up he wouldn't be able to imitate Rouge and he probably couldn't bust that door down. At this point the only feasible culprit would be Neo Metal since he has all the necessary powers but you'd think Eggman would know in that case. Whoever it is, I suspect that that's not the real Sonic locked up with Vector though. Just a hunch.
