Unlike past updates where they could just take the flashiest looking maps from the workshop and bloat the casual cue with, the same method isn't possible with mvm maps. Mainly because most of the flashiest looking maps that were cobbled up in a short time span specifically for this update DO NOT HAVE ANY WAVES DEFINED. So they literally do not work.
Of course valve could just look at all the community maps made and played countless times over the years for community mvm tours and pick the maps they like from there, but that would somehow take more effort than whatever the fuck they're doing with workshop submissions at the moment.

People still get paid for items and maps accepted into the game. Their revenue is a small percentage based off key sales for the crates their items are in. Maps added to the game get an even bigger percentage.

Now Valve (Eric) simply pushes the accept button the workshop, drops some pennies from the crates on their bank accounts and call it a day.

The workshop "community" (see: Emporium) still pushes soft themes for updates which have way too much sway than they should (the tropical one for jungle inferno and the recent underwater one for the last summer update). If you don't follow the theme and aren't part of their group then your chances of getting an item in drastically plummet.
Also, they are most certainly not getting pennies for this. Valve still makes tons of money off TF2 and a percentage of that is enough for people who get items accepted into the game to live comfortably off of. Else, if TF2 wasn't profitable Valve wouldn't be doing the bare minimum to keep it going and the community wouldn't be rushing to create content for it in the hopes of getting their items accepted. It's like winning the lottery if your stuff gets in.

Yea, that complaint that Valve is too cheap and has the community "Do it for free then pays them" (nice oxymoron). when, in reality, since those people get paid in perpetuity, it may be cheaper to pay some artist for 80 hrs one time to make an item, than to pay them for the rest of the life of the game.

Though, given the ideology of the people posting such moronic attacks, the fact that people only get paid based on how popular their content actually is (stamp/key sales) is highly offensive to them.
