Because Caesar knew the legion in its current state was unsustainable. That's why he wanted to take over Vegas in NV, so the legion could in theory be transformed into a proper civilization which could outlast him.
The legion ending isn't canon to the show though, so he just ends it with his death.

Also, New Vegas doesn't need a sequel, in game or other format. Unlike most games it has quite a lot of player divergent choices for post game world, and you basically fuck up and alienate a lot of people with sequels. They need to fuck off from NV, make something new.

This Show is retarded with an hard R.
The NCR clearly lost on all front, 2/3 of all camps admit they are fucked. Only with the help of a literal demi God, they are capable of surviving another week. Even though the courier managed to somewhat secure the dam and dismantle a Legion chapter in vegas, they should be nowhere near to total collapse. The NCR officals said multiple times that the beurocrats are destroying the republic, even WITH the dam.
Ceaser knew this, victory was certain, even with his death.
This whole show is lazy, stupid slop. Would've been much more interesting with a strong legion and a Resitance forming over the seasons.

Season 2 tried to appease fans by filling every episode with references to characters, factions, and locations from New Vegas, and it still sucked. The show just sucks. Because he was most likely lying through his teeth to anyone and everyone about his true intentions. His self-proclaimed 'End Goal'? Bullshit. It was about acquiring power. Pure power. In discovering the history about the real Roman Empire, he found the template from which he could scrounge up power for himself. In Vegas(and Hoover Dam), he found the brightest wildest light in the distance(his 'Rome'), and in the NCR, he found the enemy he could craft his finest tales around as a vanquished enemy(a 'Carthage'). He was also most likely too broken in the head to even consider carrying his lineage via a prodigy, as that would require SHARING said power.
