Outsourcing is basically a mandatory policy for every Fortune 500 company even if it results in terrible output. You need a hundred jeets for every American/Japanese programmer, so ultimately it's more expensive. But the CEOs have to do this as a part of their ideology/religion. And they're so driven to this dogma that they'll make budgets 10x as expensive and even cause their own companies to go bankrupt.
