You have infinite access to potions, you just need to not be completely walled. Shit like water, fire, or grass was not nulled out by anything, so as long as they could survive a hit and you had PP restoring stuff (plentiful), you can very, very easily press A to win with an over leveled starter. Gen 1 was also bulky because there was no cap on EVs, so you had max invested defenses, HP, and offense by Elite 4.

Slugma frankly is the most egregiously stupid placement of any wild encounter in any pokemon game ever

It's not a good pokemon by anyone's standards, but that's fine, plenty of games have mediocre pokemon that still see use because they're early game options
except with slugma it's an early game pokemon that's locked behind reaching the friggin post-game, there's nothing redeemable about it, by the time you can reach slugma you will literally never have any reason to use it, because you already picked up far better fire types
At least houndoom was cool enough some people would switch to it

Having almost all Pokemon encounterable in some kind of wild context, even psuedo-legends, is a good idea. It adds to the flavor to the world building that these are strong, but rare animals at the top of food chain and not just an expensive pet used only by elite trainers.
The "how does it affect the game balance" factor is negligible since all the Psuedos in Arceus and SV were like level 70-85, meaning you wouldn't have a chance to catch or use them until late game, and seeing a "legendary" pokemon as a super boss you have to come back for later is cool.
