Zeno gets zero context in-game besides being a leader of the Connections, you just have to see him doing Wesker things and presume he's a clone because of old context. Victor just sorta appears at the end to be a Nemesis reuse because fuck it I guess, despite Leon not having personal shit with Nemesis stuff. Grace seems like she's having the Chloe flashback except oops that was just being told to her, because we gotta have the obligatory hide-from-danger segments every modern game. So much advertising for returning to Raccoon City, and the actual reused parts from RE2 are so short while the rest of it is reusing enemies and concepts from the PS1 game rather than the remake; it's almost entirely contrived because that's just where Zeno talked with Grace, and he just so happens to have an exact Mr. X model on hand for a retro refight.The back half of this game feels like an entirely different thing stapled onto the first half.

Parrying costs limited resources in Re4R, so everytime you parry you're making a deliberate choice to protect yourself from damage you can't take. That feels good. Parrying by itself doesn't feel good. It feels like dark souls and makes me feel I gotta wait my turn to kill things.So while Re9 action sections are probably third best in a long running series with lots of action gameplay, it's still a huge downgrade from RE4 and RE4R. Honestly it's not that bad of a downgrade - but it's a concern if that becomes a trend and a downward spiral.
