The same thing happens with Chansey as well. The game is coded to prevent anything from evolving into a later gen pokemon until you beat the game, and that includes other later gen pokemon. If you hacked in a Totodile, it would refuse to evolve into Croconaw until you have the national dex even though it isn't normally obtainable.
