I'd closer define it as verging on the early stages of a totalitarian dystopia seen out of an Orwell novel at times because Albo tried establishing a ministry of truth at one stage which kind of gave Xi Jinping a run for his money about China's model in running a country. The bill didn't pass I'm pretty sure, but the precedent of it was there.
The idea to deem anything that is outside the governments view as disinformation. There are real uses to laws that combat intentional misinformation but their definition of it was so absurd and one sided to define just anything they disagreed with rather than if its about targeting misinfo from intelligence agencies out of hostile foreign nations (ie. China, Russia, Iran etc).
I can't ever claim that it's at the level of China because I'm still in a position to speak my mind without the government kicking down my door but i wouldn't put it past him to set up the conditions for a future 1984.
