A lot of their features are designed to lock you into Steam. Steam multiplayer is locked to Steam because Valve won't allow cross-platform play (more restrictive position than all three major console manufacturers) so devs started using Epic Online instead. Workshop isn't a repository for mods like every other mod site so now there are Steam-locked mods. They're only really forced into openness on Linux because they build on top of existing open technologies.

How's this work with ES-DE/retroarch?

I got an 8bitdo and found getting it to WORK the WAY I wanted was WAY more WORK than I had anticipated. If the game loads with Retroarch, I found a simple enough solution finally which is to press the Steam button while ES-DE is open and switch the controller order so Steam Deck is in 2 and 8bitdo is in 1. For standalones, it's a whole nother mess.

No it's not, Steam is the program they make that everyone has installed. When somebody buys this controller there's a 99.999% chance they already have Steam installed (the controller is sold on Steam). This means that when a customer who bought the controller plugs it in, Steam is already installed and ready to go, the controller will work immediately without the user needing to do any sort of setup.

The alternative would be to distribute controller support as part of a completely separate application that Valve needs to maintain separately and more importantly that users also need to install and use separately. It's just extra steps for no reason, not to mention that Steam Input actually hooks into games via the Steam overlay AFAIK and as such making controller support into a separate program would be extremely retarded since it wouldn't even have a ready way to integrate into Steam games, they'd need to reinvent the wheel on that side too.

Extremely stupid when Steam is already installed AND has all the infrastructure for binding, profiles and game integration already there and ready to be used.
