The Connections have been set up to have influence in everything in the US government at minimum as well as being the force behind every single antagonist organization in the series, down to them forcing the DSO to back off with Leon and Sherry continuing against orders. Why they decided to have The Connections as yet another organization when there were already multiple that fulfilled the same role in the same context, I don't know.There isn't any confirmation that Grace's boss was directly influenced by them to send her to be captured as far as I know, so it sounds like a fan theory to me. But considering the context, it's not farfetched.

The dude calling the shots is just a retard jackass after that since nothing implies he actually was tied to the Connections directly, he just put two and two for Grace and Wrenwood together and went "TIME TO FACE YOU FEARS".
