On a budget I would say each case goes through phases, phase 1 being the job with a text adventure style Q & A section with the client. Phase 2 and 3 could be interchangeable where one is questioning witnesses and known associates, the other is a physical investigation of a location with clues and objects to inspect. Final phases are compiling evidence and presenting your findings in a similar way to phase 1.

Mechanics: You can select a target for a “hunch” that highlights more things about that specific target, you can only change your hunch once per case

You can get to the truth or satisfy your client, sometimes both isn’t possible

When you pick up clues a little sax note plays

Episodic, curated and written by someone capable of seeing from multiple self interested perspectives. It would need to be a real labor of love and this is like a $5 steam game

I think it would be neat if you could put together a solid case in multiple different ways and the game never told you which one is right, so you'd have to either trust yourself or move on with doubts in your heart, especially with regards to the motive. Why do people do what they do? Love, hate? Greed? As you play the game you develop an understanding of the complexities of human nature, and your character hardens to reflect that, becomes more jaded as one messy case after another leaves its mark on him. Maybe introduce a mechanic where stress can be relieved through smoking, drinking, gambling, prostitutes. Things that all carry their negative effects in gameplay. Smoking and drinking would be cheap, but they'd reduce your health pool. Gambling and prostitutes would be more expensive and would require you to take up even more work to be sustainable habits, meaning you'd be racking up even more stress to keep up with your stress management.
Who your protagonist is at the end of the game would be compeltely different from who he was at the start.

I like the idea of those mechanics, a big hurdle I see there is implementing them without just ripping off Disco or making a system that says “look I’m not Disco”. My first thought for the hunch system was that it sometimes starts as a mislead and the evidence you gather and things you do can shift the hunch so that could probably work well with the stress “relief” mechanics. The tough thing would be making and marketing a game that actively lies to you constantly because the best incarnation of this concept would be pure normie poison.

Disco Elysium isn't really about managing meters in real time, so it wouldn't really be all that similar. Drinking and smoking to relieve stress in a game like My Summer Car for example isn't in any way similar to the status effects you get in DE.
I imagine a more intoxicated detective gets more hunches but they're also more likely to be misleading

Yeah I was more thinking of the actual stat system, but tying it into the procedural degeneration (heh) of your detective sounds good too. Could add modifiers to each new episode based on how you ended up in the last one and work that into an overarching system which changes the cases themselves in ways.

Usually games you play as an actual detective are more guided than you're looking for. I really liked the browser text only game "type help." You interact with a computer that contains transcripts of conversations that happened during a mysterious case. Your job is to use the information available to deduce who characters are and where they were at different times during the day which gets you more information, and so on.

it's a pretty great game, same for the sequel. I'm waiting for a sale on the DLCs, it's really a ton of fun.

And while it's not explicitly a detective game, Outer Wilds is a completely hands-off mystery game that will give you the same "A-HA" feeling. I heavily recommend it.
