Giving away games for free is the only valid strategy to compete against Valve. People prefer Steam because they already have 20 years of games there and all the other things like Worshop or a cart are just excuses.
By giving away free games you erode Valve's historical advantage while cultivating the new generation of PC gamers, not tied to Steam and instead tied to EGS thanks to the free games.

But that's still just half of the equation; the other half is waiting for Valve to die once Gabe Newell dies or retires and his successor ruins the company, allowing the entrenched EGS to take over.

There is no legal basis on Valve being a monopoly by definition alone. Valve isn't undercutting, grabbing exclusive rights to PC gaming or anything that falls under the definition of a monopoly.
For comparison, my country has a law that only government establishments are allowed to sell hard liqeur, which makes it a monopoly by definition since it's illegal to sell hard liqeur.
Valve doesn't match the definition of a cartel either because it's not, by threats of violence etc., curbing competition.
There is no case here and everyone knows it. At best, Valve can be accused of making deals with devs and publishers that break other laws, but even then it's iffy. EGS freebies tend to spike purchases on Steam because they basically treat it like a demo and then go to spend their money on the platform of choice. That alone should tell you that it's not so much that Steam has a monopoly, but that all the other choices are so fucking terrible and/or inconvenient that they'd rather pay full price to play these things in the place not actively fucking them over.
