So what is her motivation? To simply propagate and live. She just needs to subjugate the entire planet to do that. So for her it's survival.

A lot of this has been explored more in other stuff like Ever Crisis in regards to the Seph/Jenova relationship.But essentially there's Sephiroth the guy you see in Crisis Core and the Flashback, who is polite and will generally try to help you if in trouble. But he has deep loneliness and detachment issues because of his upbringing with Shinra and his conception.Jenova on the other hand is like a corrupting agent, it basically exploits your deep seated resentment and starts to make you align with it morally and in viewpoint of the world.It's basically established that when Sephiroth learns the truth he spirals into a deep depression of sorts and that's when Jenova is it's most influential.So when Sephiroth burns down the town he and Jenova are basically synced up in will and while Seph thinks he's the one making those choices on his own, it's basically a heightened response due to Jenova (think of it like an advanced roid rage).After he dies however, that's when Sephiroth starts to become more of the dominant willpower, but they basically become one in purpose and goals anyway, so the degrees of seperation between the two in terms of will become largely irrelevant... Atleast in the original game.The Remakes are exploring Sephiroth more as a character unique from Jenova in that he has his own motives that go beyond that of Jenova even if their goals and ambitions are ultimately aligned.So while Sephiroth is more altruistic in his goals, and Jenova more malevolent. It ultimately doesn't matter as the intent ends up being the same.
