Take any official server and then remove the moderation and let one clan on that server be the moderators. Thats the downside of private servers that people often overlook. If its not corrupt GMs it is some busy body who thinks they need to police every interaction and do judgment calls. The nice thing about official servers is the DeVs/GMs usually have a well thought out code of conduct for how they operate. With WoW now the Devs change the game in ways that effect everybody in order to "combat botters" and then the GMs use their powers to help their friends deal with gameplay problems, its as bad or worse than many private servers.
