It's an EU thing. The KYC shit is basically them asking for points of buyer verification to calculate taxes. The thing is that they're only required to use two points of verification and both billing address and IP address qualifies. Furthermore, they're legally required to choose the least intrusive verifiers available but for some reason they want phonenumber on top of what's already submitted.

the change from physical to digital cards is a change for stream from having official resellers to unofficial resellers.
