Now the licences for 8 probably do include DLC missions in the future, but it's not really worth it porting an entire campaign for 15+ missions for say 60 bux when they can just make 3 missions for 20, because they did that with AC7 and they both sold well and were highly praised. Plus the dev team probably want to expand upon ideas they had but didn't manage to properly take advantage of in 8's campaign rather that re-tread old ground. 8 will probably get a handful of "iconic" missions from older games as additions to it's multiplayer mode but also changed up to account for 8 players going at them, since there's already missions where you fight old superweapons from past games in multi.

That game had a stamina system because it was free to play so having a rare mission appear would encourage you to spend more fuel to play it. Maybe that'd make you buy more fuel, maybe it'd make you dip into your already existing fuel stocks, but either way you'd spend more.
