As a 96' kid who grew up watching Goof Troop and its movies , as well as House of Mouse, I think Pete works so much better off of Goofy rather than Mickey. Classically, before they robbed him off of all personality, Mickey was a well-meaning pleasant guy in general, but he was know to have a short fuse on him and flew off the handle often. And Pete was generally depicted as an aggressive bully, so hot-head vs. hot-head is not that fun. I prefer the dynamic he had with Goofy instead, where they're like sort-of-but-not-really friends who put up with each other, one's a slimy bastard and the other is a sweet neighborly guy. Idk it just works better. I really liked their relationship in the movies where they're clearly friendlier than they were in the TV show, but still don't quite see eye-to-eye.
