This is why I quit Path of Exile 2. I love playing tank builds so I always get a shield and retaliation and bash skills... But the bosses in POE have DPS checks. Even with random people in town giving me all the best gear and completely grinding and clearing every map, i could not beat certain bosses past act 3 with my tank build because my character's DPS wasn't high enough to interrupt the charged special moves that just instakill you otherwise. When I confronted some of my friends who play the game with this dilemma, their answer was: "there is no such thing as tanking in an arpg." You have to make the number get bigger. Why even have it in the game if it's completely useless?
