The defining feature of a dystopia is that it denies its citizens hedonism (good) for strict rigid order ostensibly building up to something that would elevate the species, but in reality it's all in service of the hedonism of its leaders (bad) whose hedonistic drives are allowed total unrestrained debauched expression. If the leaders also followed their own principles and took seriously the ascension of humanity it wouldn't be a dystopia. But they don't. National Socialism only existed so Hitler could have loads of Weimar sex, not so that humankind would benefit as a whole.
