chests are for trinkets like toys and what not, while cabinets is where they will drop worn out clothing to my knowledge. If you produce those trinkets and have and active clothing industry the dwarves will find some time in their routine to go and pick something new for them or replace their tartared socks for brand new ones. Im not sure if they need to be placed in a stockpile first or not however so you might want to check on this.
I honestly dont know why your dorfs arent picking up new things, It might take some time but if you have things in your stockpile someone should go out and take bring it home.

I haven’t set the clothing industry up yet I’ve just been buying what I can from the traders. The clothing industry seems like a huge headfuck because there’s so many items of clothing. Do I just set up work orders to make aload of each type?

so i ended up giving DFhack a try just now. being able to filter through lists was really nice. was hoping to make it to the trade screen to see if dfhack makes that any less excruciating than carpel tunneling my hands with enter+enter+down arrow. but alas, game kept crashing, which it never did without dfhack...so, now im in the uncomfortable position of figuring why oh why it's doing it, or just...dealing with the wrist pain. almost worth 'upgrading' to 0.50 just for the new trade interface UI.
