The games aren't built to support that kind of characterization for Eggman, but I always believed it was appropriate for his comic portrayal, where storytelling is the main emphasis and where he needs to have a stronger presence as a villain. I think roboticization was always the perfect concept for this, it's just cartoony enough to not seem too serious but also just fucked up enough with it's implicatications to be scary whenever the threat of it emerges. But I am not clammering for it to become a big thing in the games, and it's much too late for that anyway.I grew up on sonic in the 2000's/2010's and not once do I remember even as a kid thinking ''Oh fuck, it's eggman'' whenever he'd show up because he was never really framed in a very sinister light aside from the adventure games, and like you said, it's because they don't really have the time, ratings or interest to explore any consequences for his actions. And I'm fine with that, they're videogames for kids with a lesser focus on storytelling.
