Everyone should have hitscan or everyone should have projectiles. This approach of some having projectiles and some having hitscan just makes people overuse the ones that feel better to play, and that's invariably the hitscan characters.

I managed to climb all the way to Plat with Rocket as a Solo Fag. It's crazy that I can keep up with other healers despite Rocket's seasonal buff being a measly 5% to his healing. Imagine if he got a 20% buff like the others.The Groot Combo would be worth using if it protected both Rocket and Groot from headshots. As it is, it's better off used as a third Rocket Dash to move around the map.
