Do you think this is a good pick for me? I'm not entirely new to the fighting scene, but the last game I tried seriously was SSIV and little bit of street fighter 4.

I like how exclamation marks appear when I block incorrectly so I have a better understanding of what's happening.
I like how FD is required to block grounded attacks, it feels natural coming from other fighting games without air blocking and makes both meter and proper play more valuable.
I like IB changing frame data, it let's me punish or get much better reward off of so many more moves.
I like FB changing frame data, it adds a more interesting weakness to a strong tool.
I like Blitz Shield, it lets me interact with my opponent defensively in a unique way for only 25 meter (and Blitz wars are fun).
I like Blitz Attack, it lets me IK my foolish opponents.
I like fast snappy movement, it feels great and makes every second feel action-packed.
I like unique wakeup timing, it adds variety makes me have to think more about my oki.
I like Air Teching, it gets me back in the fight fast and adds another level to combos and pressure.
I like P > K > S > H > D gatlings, it gives me lots of meterless options from any hit and fun combo opportunities.
I like both Homing Jump and Homing Dash after 5D, it gives me options based on my and my opponent's characters
I like 0f throws, I can use them in small gaps as a defensive option and I like being able to OS with different buttons.
I like each type of roman cancel where the slow down isn't overly long but enough to let me get my bearings from anywhere on screen and yellow only costing 25 meter which allows more things to be happening at once.
I like how Dead Angles are tailored to each character.
I like Burst and being able to soul steal and how I have to consider the range before I use it.
I like Overdrives and Burst Overdrives to end out the round as I've properly managed my resources to be able to use it.
I like Instant Kills for their flashy animations that I don't have to sit through very often and I like being able to combo into them when I play my cards right.

Does learning Millia eventually pay off? I'm getting back into Strive and really liking Millia's moves/movement, but I feel like most fights are an uphill battle. Does she get better with skill/consistency or am I gonna learn a bunch of tech just to still be mediocre?

This match feels so long by Strive standards because of it being two of the highest defense characters in the game and it's better for it. I wish matches around this length felt more like the standard rather than something that only happens with these high defense characters.

That is dependent on the rematch settings that the host sets up, some people prefer Rematch rooms while others prefer Winner Stays, you can host your own room with the settings you want and others who like it will join.

Personally I don't like Rematch rooms because they don't allow for rotation when there's an odd number of players + I like to talk or ask my opponent things between rounds sometimes.

Hellfire does feel unnecessary and worse than that is kinda just boring and overly simple, losing or winning because someone got bonus super damage isn't very interesting. I don't mind it that much though.
Jump Install is kinda a necessary evil given the other mechanics it interacts with though. Like Chipp absolutely should not be allowed to have air actions after teleport normally, jump install is a decent compromise to let him do it in a combo which is cool but not make it just completely broken. There's other ways you could handle it but they have their own downsides, there's no obvious simple solution. It's not really hard once you get the hang of it, tapping up just becomes part of your BNB basically
