On one hand, 2's weapon roster is fucked and it has some infamous stages and bosses. On the other, 3 also has a pretty fucked weapon roster (in maybe the opposite direction) and it also has its own share of infamous bosses. 1 loses out by having Foot Holders and Magnet Beam being optional yet necessary.

That anecdote about PicoPico doesn't necessarily indicate that they might have wanted to make Boobeam harder. Hell, they wanted to plot multiple Boobeams throughout the stage, with the stage culminating in multiple ones in the same room, but that was dropped due to time constraints. Kitamura laments that this makes the Boobeam Trap kind of come out of nowhere.

With some slight adjustments to projectile speed I could see it working. You basically plot out a bit of a timed platforming screen where you need to be mindful of a timed turret. Destroy the turret(s) to move forward in the stage.
Main issue is, as always, making sure Crash Bomber doesn't run out of ammo.

That said, for anyone with even a modicum of effort, shit it about to go wild. Especially given the fact that there are already full open-source mega man/X engines, models will easily work with them, dump the assets in the right spot, and leave you to just make the stage layouts or whatever. Dump in a sprite sheet and have it slice it up and put it into the game assets. Plug in some royalty-free model-generated music (prompt: "make me an 8-bit music"). It will be jank, it will play like shit (modulo the original engine), but it will exist.

Both the main company and a part of the fanbase do not like the game because it's either not them developing it or because it was a kusoge gacha (respectively) - so much so that the 30th anniversary X series shirt chose to omit it from the X line of games released, preferring to outright say that it's been almost two decades since the last X game from that.
