Having some storm doesn't mean a deck is totally dishonest, but you can't actually do anything about storm in most cases even though it's a core game mechanic. Healing conversely is an honest mechanic even though it's cancer because it's an interactive mechanic that creates an open game state. Any definition that acts like power level is related is just wildly wrong.So like, when you ignore power level it's a lot easier to understand. Dirt Rune, Midsword and Artifact are mostly honest decks regardless of power level because they're largely forced to communicate all information about the game state openly and can't blow you out from hand.
