A lot of people say Hong Lu, but regardless of sin affinity damage, isn't tremor-reverb better than tremor-scorch because you don't have to account for stacking both tremor potency and burn potency cause the damage calculation is (tremor + burn) / 2 when you can just do tremor potency damage? Then you also have to keep count of both Tremor count and (status) count.
