I'm looking for mods to expand Dawnstar and Winterhold making them much larger and in the case of the latter restoring it to it's pre-collapse glory. I'm currently using COTN Dawnstar and Snakes edit of Spaghetti's Cities AIO for Dawnstar, and COTN Winterhold, TGC Winterhold and Winterhold Docks. One gripe I have with many cities and towns in this game is that the number of dwellings usually does not account for the number of citizens, although the mods I have that add generic, nameless NPCs probably don't help with that.
