Is it normal to be reliant on a keystone?

But I've noticed everytime I grab lethal tempo, I'm genuinely completely useless, I can only play with HOB, I just don't get kills/resets and flop, the problem is HOB is about to get nerfed, what can I do to adapt? How am I supposed to play tempo? Do I need to build tankier?

Depends on the champ, but generally runes and items work together. If you pick burst runes and play a build for prolonged trades, there is something you are going to miss in there. I don't see why Lethal Tempo should be a bad rune on Master Yi though, like it's the rune for auto-attackers. Though, thinking about it, the damage you get isn't just from HoB but probably Sudden Impact's true damage when you use his Q.
