I think Ran will be right after Opal too.In general once you have most apostles there's no reason to use tickets if you're not immediately trying to use someone/get someone to Y2 since having a rank 1 chib sitting around isn't making a big difference. And the longer you hold the tickets the more new apostles get added which you can luck into.
