The other reason is that Sinnoh revisit was long overdue because LGPE happened along the way. Right now its been only 3 years since BDSP. Its too soon for Unova but you can be sure both Johto and Unova will be revisited (hence why Teal Mask and Indigo Disk were so Johto and Unova heavy). Unova will most likely retur next gen or so. Meanwhile Kalos waited over a decade for ANY revisit. Its a perfect candidate for Legends with its unfinished lore

They've spoken about this before and it's the reason why Pokemon Gray, Z, Stars whatever the fuck else doesn't exist and it's because of Game Freak's boner of doing surprise announcements and subverting expectations.
