Its another victim of powercreep now but I wouldn't call it completely useless. Pixilate Hyper Voice still hits like a truck and it can be quite tanky against Special Attackers.

It's different from Eeveelutions, mind you, and if Darwin ever saw Pokemon, he'd probably beat Tajiri to death with a ruler. What's true though is that both have particular niches. For Eeveelutions, it's their monotyping, two high stats, and limited movepools, that restrict them to the roles they have.
